Libra Ingenieros Civiles develops drinking water, desalination, conveyance, and distribution projects for water utilities, municipal governments, and industrial clients in Baja California and the border region. WATER + ENERGY COMBINATION
Libra operates in two critical infrastructure sectors—water and energy—using a unified engineering and project development methodology. We call this the Water + Energy Partnership : our conviction that the resource challenges facing Baja California and the border region are deeply interconnected, and that addressing them through a single, technically rigorous firm generates compound advantages that separate approaches cannot achieve.
The practice of water has been the central focus of Libra since our founding in 1995.
Our renewable energy business unit, formalized in 2024, applies the same engineering discipline and project development protocols to utility-scale solar photovoltaic infrastructure and battery storage. The result is a firm capable of developing and delivering both—independently or jointly—with full technical responsibility at every stage.
Water in Baja California is not a generic problem.
It requires specific engineering.
The region faces conditions that few engineering firms understand firsthand: structural water scarcity, dependence on unconventional sources, operating agencies with limited technical capacity, and a regulatory framework involving CONAGUA, CESPT, and, in binational cases, counterparts on the American side. A poorly developed water project in this context not only fails technically, it jeopardizes the operation of entire communities and the financial viability of investment projects.
Libra has been working in this region since 1995. We didn't just learn the context, we built it.
What does our hydraulic infrastructure service include?
We cover the entire project lifecycle, from the earliest analysis stages to operational delivery:
Studies and research
Hydrological analyses, technical and economic feasibility studies, environmental assessments, demand and coverage modeling.
Project Engineering
Conceptual design, basic engineering and executive engineering for treatment plants, reverse osmosis desalination systems, aqueducts, distribution networks and pumping stations.
Investment development
Structuring projects under Public-Private Partnership (PPP) schemes, including financial modeling, permit management and coordination with infrastructure funds and green bonds.
Supervision and construction
Administration of construction contracts, field quality control, supplier management, and progress reports for the project owner.
Owner Engineering
Independent technical representation during design, bidding and construction, protecting the client's interests against contractors and EPC companies.
Our process: from idea to operational project
Libra can be incorporated at any stage of development, but our greatest value comes from being involved from the outset. A well-structured project during the feasibility study saves many times its cost in corrections during construction.
Stage 1
Diagnosis and feasibility
Evaluation of the source, demand, territory, and regulatory framework. Identification of applicable financing schemes.
Stage 2
Basic and executive engineering
Design development from conceptual level to construction plans. Technical specifications for construction tenders.
Stage 3
Permit and contract management
Coordination with CONAGUA, operating agencies, SEMARNAT, and other agencies. Support in bidding and contracting processes.
Stage 4
Construction supervision
Field presence, quality control, contract management and executive reports to the owner.
Stage 5
Delivery and commissioning
Functional testing, operator training, and support during the initial operating period.
