Development of Renewable Energy Projects in Baja California
Libra develops solar photovoltaic and battery energy storage (BESS) projects for industrial users in Baja California and the Mexican electricity market. Over 400 MWp and 160 MWh are currently under development. Libra has direct experience in interconnecting with the Federal Electricity Commission (CFE) and the Wholesale Electricity Market via the National Center for Energy Control (CENACE).
Developing a solar project in Mexico is technically complex. The Baja California BCA system is even more so.
Interconnection management with CFE, participation in the MEM via CENACE, optimization of BESS dispatch by Local Marginal Prices, and financial structuring under ESG criteria are disciplines that require real operational experience — not just theoretical knowledge of the market.
Libra brings to these projects something that most solar developers do not have: 30 years of experience developing complex infrastructure in this same region, with the same regulatory bodies, in the same territory.
